Dear Grindle,
You will have received our letter of 9th instant,
conveying our assent to the refund of the amounts of the
military contributions over-advanced by Hong Kong in respect
of the years 1917/18 and 1918/19. You will remember Mr.Amery's
letter of 26 th November, 1928, to our Secretary of State, in
which he remarked that Sir Cecil Clementi had been in favour of
waiving this claim if the War Office proposals for the building
of new barracks for an enlarged garrison in Hong Kong went
through, but that as a decision on this question had been
postponed by the Cabinet at least until after the general
election Sir Cecil Clementi no longer felt able to waive or
postpone the refund. The Treasury, in now assenting to the
refund, have made the suggestion to which we gladly accede
that we should invite the Colonial Office to put it privately
to the Governor that, if it should hereafter be decided to
build those new barracks in Hong Kong, we trust we should not be
placed in a worse position financially, as between ourselves.
and the Colony, than if the Cabinet had approved those services
now. I hope you may be able to give favourable consideration
to this point.
